State-Wide (Open) Soccer tournament that includes top teams from all Latino soccer leagues (18) in Kansas.
Tournament will be held during Hispanic
Heritage Month (Sept 17–October 15)
CopaKansas Champions will receive tickets to a K.C. Wizards game and be introduced as CopaKansas Champions
Up to 32 team tournament bracket - teams will be taken until 32 team bracket is full (first come first serve)
18 members per team (max)
One loss … afuera!
FIFA rules (plus unlimited substitutions) tentative
CopaKansas will also include teams from smaller Kansas cities (without leagues)
Championship Game (September 26) with location to be announced depending on teams that remain in finals
Cost: $200.00 before Sept. 16., 225.00 after
All players must sign and/or understand contents of a tournament hold-harmless agreement before they play

Reglas
Law 1 – Team
Only players on the official roster are eligible to play in the Copa Kansas tournament.
Teams found with ineligible players are forfeited from the tournament.
Each team is required to bring two (2) size five (5) soccer balls to be used for their match.
Any team with players under the age of eighteen (18) years of age are required to have a parent/legal guardian signature for him/her to play.

Law 2 – Number of Players
Players
A match is played by two teams, each consisting of not more than eleven players, one of whom is the goalkeeper.
A match may not start if either team consists of fewer than eight players.
Match
An official roster shall be submitted at least thirty (30) minutes prior to each game with the names and numbers of each starting player and its substitution players.
During tournament matches there will be unlimited substitutions within your roster.
The total number of players that a team may utilize throughout the tournament match is eighteen (18) players.
In all matches, the names and number of substitutes must be given to the referees when entering the field of play for the first time.
Substitution Procedure
The referee must be informed prior to any proposed substitution is made.
The substitute may enter the field of play when and only when the player being replaced has left and receives a signal from the referee.
No number may be used twice by different players of the same team during a match.
The substitute must be at the half-line of the field prior to stoppage of the match in order to enter.
The substitution is complete once the player enters the field.
All substitutions are subject to the authority and jurisdiction of the referee, whether called upon to play or not.
Changing the Goalkeeper
Any official player may replace the goalkeeper as long as the referee is informed before the change has been made.
The change must be made during stoppage time.
Infringements/Sanctions
If a substitute enters the field of play without the referee’s consent and/or proper procedure:
Play is stopped
The substitute is cautioned with a yellow card and required to leave the field of play until next stoppage in the match.
Play is restarted with an indirect free kick at the place the ball was located when play was stopped.

Restart of Play
If play is stopped by referee to order a caution:
The match is restarted by an indirect free kick given to the opposing team from where the ball was located when the play was stopped.
Players and Substitutes Sent Off
A player and substitute, who has been sent off either before kick-off or after play has started, may not be replaced.
Any player who is sent off the field of play will be asked to vacate the premises regardless of severity, as to promote the health of the tournament.

Law 3– Player’s Equipment
A player may not use any equipment or wear anything that may pose a danger to himself or another player (including any type of jewelry) and will be cautioned and asked to leave the field of play until the item is removed and can enter at the next stop of play.
Basic Equipment
A jersey or shirt with number
Shorts
Stockings
Shin guards
Soccer footwear (plastic cleats)
**The team’s jersey, shorts, and stockings must all be alike
Goalkeepers
Each goalkeeper must wear colors that distinguish him/her from the other players, referee, and the assistant referees.
Infringements/Sanctions
For any infringement of this law:
Play need not be stopped.
The player(s) at fault will be instructed by the referee to leave the field to correct his equipment when the ball next ceases to play.
Player does not enter field without permission of the referee so that the equipment may be checked.
Player may not enter without the consent of the referee and will be cautioned if enters without the consent of referee.

Law 4 – The Referee
Authority of the Referee
Each match is controlled by a referee who has full authority to enforce the Laws of the Game in connection with the match to which he has been appointed.
Powers and Duties
The Referee:
Enforces the Laws of the Game.
Controls the match in co-operation with the assistant referees and, where applicable, with the fourth official.
Ensures that any ball used meets requirements.
Ensures the player’s equipment meets the requirements of Law 2.
Acts as a timekeeper and keeps record of the match.
Stops, suspends or terminates the match because of outside interference of any kind.

Stops the match if, in his opinion, a player is seriously injured and ensures that he is removed form the field of play. An injured player may only return to the field of play after the match has restarted.
Allows play to continue until the ball is out of play if a player is, in his opinion, slightly injured.
Ensures that any player bleeding from a wound leaves the field of play. The player may only return on receiving a signal from the field referee, who must be satisfied that the bleeding has stopped.
Allows play to continue when the team against which an offence has been committed will benefit from such an advantage penalizes the original offence if the anticipated advantage does not ensue at the time.
Punishes the more serious offence when a player commits more than one offence at the same time.
Takes disciplinary action against players guilty of cautionable and sending-off offences. He is not obliged to take this action immediately, but must do so when the ball goes out of play.
Takes action against team officials who fail to conduct themselves in a responsible manner and may, at his discretion, expel them from the field of play and its immediate surrounds.
Acts on the advice of assistant referees regarding incidents that he has not seen.
Ensures that no unauthorized persons enter the field of play.
Restarts the match after it has been stopped.
Provides the appropriate authorities with a match report, which includes information on any disciplinary action taken against players, and/or team officials and any other incidents that occurred before, during, and after the match.
Decisions of the Referee
The decisions of the referee regarding facts connected with play are final.
The referee may only change a decision on realizing that it is incorrect or, at his discretion, on the advice of an assistant referee, provided that he has not restarted play or terminated the match.

Law 5 – Additional Information Pertaining to the Game and Tournament
Periods of Play
The match lasts two equal periods of thirty-five (35) minutes.
The second and third rounds, the match last two equal periods of forty-five (45) minutes
Results of a Tie
First (1), second (2), rounds will be finalized with five (5) players selected for penalties.
Only current players on the field at time of whistle may kick the penalties.
If additional players needed for penalties, the next available player would be the goalie and so on.
Championship game will be allotted two fifteen minute periods with the exception of golden goal rule.Only after overtime will there be penalties Celebration of a goal A player may celebrate his/her goal as long as it does not make gestures that are provocative, derisory, or inflammatory.
A player cannot completely remove his/her shirt/jersey.
The celebration of a goal is left to the discretion of the officials and regional coordinator.
These offenses may and can be caution able.

Team Area
Only the team coaches (2) (must be distinguishable) and eighteen (18) players may be in the team area.
Team prior to leaving must clear the area of any trash or merchandise that belongs to them.
Team Fanatics
Team coaches and captains will be held accountable for team fans
First with a warning to the fanatics and captain
Next the captain will be cautioned and so forth.

General Rules Bound To All
NO FIGHTING of any sort will be allowed and individuals will be prosecuted.
NO ALCOHOLIC beverages of any sort is allowed on or near the premises
If anyone is believed to be under the influence as it affects their judgment, he/she they will be asked to remove him/herself from the premises.
No Littering
